Public should have more say on building of large facilities

A Chinese scholar has complained that the public has little say on the building of large facilities like the National Opera Houses, the new TV Transmission Tower, the new CCTV Office Building, and the new departure hall of the Capital Airport in this national capital.

Dr. Deng Xiaomei, deputy director of the Engineering Management Institute of the Qinghua University, urged the government to make these kinds of projects more transparent and let the public have a bigger say.

Technical experts often have to give in to pressure from interest groups when they are seeking for opinions on the building of large public buildings, Deng said. In this case, procedures that have been used to ensure scientific decision-making have become nothing but a formality, he noted.

The government should try to consult public opinions in different ways, like surveys, community-based forums and public hearings, before launching any large public projects funded by public resources, he said.
